Abstract
Purpose: The growing complexity of public issues, the diversity of stakeholders, and the time constraints of decision-making have made the systematic use of knowledge a critical requirement for policymaking. Despite its importance, the factors facilitating and hindering knowledge management support for policymaking in the Islamic Consultative Assembly of Iran remain insufficiently understood. The purpose is to identify and explain the facilitators and barriers of knowledge management support for parliamentary policymaking.
Methodology: A qualitative study based on Glaserian Grounded Theory was conducted. Data were collected through semi-structured interviews with experts, current and former members of parliament, researchers from the Parliamentary Research Center, committee experts, and parliamentary managers and staff. Data analysis was performed using open coding, constant comparison, and conceptual clustering.
Findings:The findings revealed seven major facilitators, including knowledge leadership and governance, supporting structures, human capital and expertise, knowledge culture and interactions, knowledge management processes, information technology infrastructure, and the quality of knowledge products. Seven major barriers were also identified: weak knowledge governance, inadequate supporting structures, limitations in human capital, cultural and interactional barriers, ineffective knowledge management processes, insufficient technological infrastructure, and poor-quality knowledge products.
Conclusion: Effective knowledge management support for parliamentary policymaking requires simultaneous attention to human, structural, processual, technological, and cultural dimensions. Strengthening these capacities can improve the quality of policymaking and enhance knowledge utilization in legislative and oversight functions.
Value:The findings provide an indigenous framework for understanding knowledge management capacities and challenges within the parliamentary environment and offer a basis for strengthening the Parliament’s knowledge support system.
