Abstract

Purpose: The study was conducted to identify the cultural requirements necessary for the ethical implementation of artificial intelligence in Iran and emphasizes the need to localize ethical principles in accordance with the country’s social and cultural context.

Methodlogy: The research method was based on thematic analysis of data derived from qualitative interviews with 29 experts in the fields of jurisprudence, philosophy, law, sociology, and information technology.

Findlings: According to the data analysis, the ethical implementation of artificial intelligence in Iran requires attention to dimensions such as ethical technology governance, alignment with cultural identity, structural justice, and public participation. Challenges such as the lack of independent regulatory institutions, the digital divide, and cultural resistance to rapid changes were also identified. Alongside these challenges, opportunities such as cultural capacities and the presence of a young workforce were highlighted as strengths.

Conclusion: A set of policy recommendations was presented, including the development of an indigenous ethical charter, the establishment of independent regulatory bodies, and the expansion of interdisciplinary education aimed at enhancing ethical literacy in the field of technology. The study stresses the necessity of ongoing dialogue among various stakeholders to achieve a balanced model of ethical artificial intelligence in Iran.

Value: By focusing on the connection between AI ethics and Iran’s socio-cultural context, this study offers a localized and interdisciplinary approach and, through identifying the country’s specific challenges and opportunities, can provide a foundation for policymaking and the design of ethical frameworks suited to Iran’s conditions.
