چکیده

هدف: شناسایی و اولویت‌بندی عوامل مؤثر بر استقرار حکمرانی شبکه‌ای در نظام بانکی کشور باهدف رفع ناکارآمدی‌های ناشی از ساختارهای سلسله ­مراتبی سنتی در این نظام.
روش­شناسی: پژوهش پیشرو از نظر هدف، کاربردی و از نظر روش گردآوری داده­ها، توصیفی-تحلیلی با رویکرد کمی و از نوع پیمایشی است. جامعه آماری پژوهش را کلیه کارکنان و مدیران بانک سپه در سطح کشور تشکیل می­دهند. حجم نمونه بر اساس جدول مورگان، ۳۸۴ نفر برآورد و با استفاده از روش نمونه­گیری تصادفی ساده انتخاب شد. ابزار گردآوری داده­ها، پرسش­نامه محقق­ساخته مشتمل بر ۸ عامل اصلی (اقتصادی، مدیریتی، قانونی، زیرساختی، ساختاری، فناوری، رفتاری و مکانیسمی) و ۳۱ شاخص بود. داده­ها با استفاده از مدل­سازی معادلات ساختاری و تحلیل بار عاملی مورد تجزیه و تحلیل قرار گرفت.
یافته ­ها: نتایج نشان داد که هر هشت عامل شناسایی­ شده در سطح اطمینان ۹۵ درصد تأثیر معناداری بر حکمرانی شبکه­ای دارند. همچنین، تمامی ۳۱ شاخص از ضرایب اثرگذاری بالایی برخوردار بوده و اعتبار عوامل از طریق تحلیل بار عاملی تأیید شد. ضرایب اثرگذاری هر یک از عوامل به ترتیب عبارت­اند از: رفتاری (۰.۳۶۵)، مکانیسمی (۰.۲۰۴)، زیرساختی (۰.۲)، مدیریتی و ساختاری (۰.۱۵)، فناوری (۰.۰۹۶)، اقتصادی (۰.۰۸۸) و قانونی(0.021).
نتایج: بر اساس ضرایب به­دست­آمده، عوامل رفتاری بیشترین تأثیر و عوامل قانونی کمترین تأثیر را بر حکمرانی شبکه­ای در نظام بانکی دارند. به­طور کلی، هر هشت عامل به­عنوان متغیرهای تعیین­کننده در طراحی و پیاده­سازی حکمرانی شبکه­ای در بخش بانکی کشور شناخته می­شوند و توجه ویژه به مؤلفه­های رفتاری و مکانیسمی برای موفقیت این الگو ضروری است.
اصالت و ارزش: نوآوری پژوهش در ارائه یک مدل کمّی بومی از عوامل چندبعدی مؤثر بر حکمرانی شبکه­ای در بستر نظام بانکی ایران است که با اولویت­بندی عددی عوامل، شکاف تحقیقاتی موجود درزمینۀ کاربرد حکمرانی شبکه­ای در مؤسسات مالی را پر کرده و چارچوبی عملیاتی برای مدیران و سیاست­گذاران بانکی جهت تخصیص بهینه منابع و اصلاح ساختارها فراهم می­آورد.

Identifying the Factors Affecting Network Governance in the Country's Banking System

چکیده [English]

Purpose: This study aims to identify and prioritize the factors influencing the establishment of network governance in the banking system, with the goal of addressing inefficiencies arising from traditional hierarchical structures within this system.
Methodology: This applied research employs a descriptive-analytical survey method with a quantitative approach for data collection. The statistical population consists of all employees and managers of Bank Sepah nationwide. Based on Morgan's table, the sample size was estimated at 384 individuals and selected using simple random sampling. The data collection instrument was a researcher-developed questionnaire comprising 8 main factors (economic, managerial, legal, infrastructural, structural, technological, behavioral, and mechanistic) and 31 indicators. Data were analyzed using Structural Equation Modeling (SEM) and factor loading analysis.
Findings: The results indicated that all eight identified factors have a significant effect on network governance at the 95% confidence level. Furthermore, all 31 indicators exhibited high effect coefficients, and the validity of the factors was confirmed through factor loading analysis. The effect coefficients for each factor are as follows, respectively: behavioral (0.365), mechanistic (0.204), infrastructural (0.200), managerial and structural (0.150), technological (0.096), economic (0.088), and legal (0.021).
Conclusion: Based on the obtained coefficients, behavioral factors exert the greatest impact, while legal factors have the least impact on network governance in the banking system. Overall, all eight factors are recognized as determining variables in designing and implementing network governance in the country's banking sector, and special attention to behavioral and mechanistic components is essential for the success of this model.
Value: The novelty of this research lies in presenting a local quantitative model of multidimensional factors affecting network governance within the context of Iran's banking system. By numerically prioritizing these factors, it fills the existing research gap regarding the application of network governance in financial institutions and provides an operational framework for banking managers and policymakers to optimally allocate resources and reform structures.
