چکیده
هدف:تحلیل موانع اخذ حق تکثیر و عرضه از ناشران برای دیجیتالی‌کردن منابع کتابی در کتابخانه‌های دیجیتالی ایران و ارائه راهکارهایی برای رفع موانع آن.
روش‌شناسی:رویکرد کیفی و روش تحلیل اسنادی استفاده شد و با استفاده از مدل تحلیل مضمون آتراید- استرلینگ، کلارک و براون داده ها تحلیل و بررسی شدند. با 9 نفر از متخصصان در حوزه‌های نشر و کتابخانه-های دیجیتال مصاحبه انجام شد. همچنین پژوهشهای مرتبط برای استخراج موانع و راهکارهای کسب مجوز تحلیل شدند.
یافته‌ها:تعداد 272 مضمون پایه، 57 مضمون سازمان‌دهنده و 2 مضمون فراگیر اجرایی، مالی و فنی شناسایی شد. برای محاسبه پایایی از روش هولستی استفاده شد.در موانع و راهکارهای اجرایی و مالی، موضوعاتی مانند تعیین سیاست و خط مشی، اعتمادسازی توسط کتابخانه‌ها، شرکت‌های تجمیع‌کننده منابع اطلاعاتی، تعیین نهاد سیاستگذار، تسهیلات حمایتی و تعامل ناشران و کتابخانه‌ها مطرح شدند. زیرساخت‌های فنی، امنیت در فضای مجازی برای عرضه کتاب‌ها، استانداردهای فراداده‌ای، فرایند دیجیتال‌سازی و آسیب‌ها در دیجیتال‌سازی در بخش موانع و راهکارهای فنی بیان شدند.
نتایج:با انجام این پژوهش و ارائه راهکارهای پیشنهادی برای رفع موانع، شاید بتوان تا حدودی به جلب اعتماد ناشران، غنی‌کردن منابع دیجیتال، حفاظت از منابع دیجیتال و آسانی دسترسی کاربران به منابع دیجیتال کمک کند.
اصالت و ارزش:اجازه از ناشران برای دیجیتالی‌شدن کتاب‌ها از جمله چالش‌های اساسی برای کتابخانه‌ها به شمار می‌رود. مسئله‌ای که تاکنون موضوع هیچ‌یک از پژوهشهای داخل کشور نبوده و پژوهش حاضر با تحلیل موانع اخذ مجوز حق تکثیر و عرضه و ارائه راهکارهای کاربردی تا حدودی به رفع نگرانی ناشران و مدیریت بهتر محتوای دیجیتال کمک خواهدنمود.

Purpose:The analysis the barriers to obtaining copyright and licensing from publishers for digitizing book resources in digital libraries in Iran and providing solutions to overcome these barriers.
Methodology:A qualitative approach and document analysis method were used.The Attride-Stirling, Clarke, and Braun was used for data collection and analysis. The interviews were conducted with 9 experts in the fields of publishing and digital libraries. The related research on the topic was analyzed to extract barriers and solutions for obtaining licenses.
Findlings:In total, 272 basic themes, 57 organizing themes, and 2 global themes related to executive, financial, and technical aspects were identified.The Holsti method was used to calculate reliability. In the obstacles and executive and financial solutions, the determination of policy and guidelines, companies aggregating information resources, the identification of the policy making body, supportive facilities, and the interaction between publishers and libraries were discussed. The technical infrastructure, metadata standards, the digitization process, and the challenges in digitization were discussed in the section on obstacles and technical solutions.
Conclusion:By providing proposed solutions to overcome obstacles, it may be possible to somewhat gain the trust of publishers, enrich digital resources, protect digital resources, and facilitate user access to digital resources.
Value:Obtaining permission from publishers is considered one of the fundamental challenges for libraries.This issue has not been the subject of any research in Iran so far.The present study aims to analyze the obstacles to obtaining copyright licenses and to provide practical solutions to help alleviate publishers' concerns and improve the management of digital content.
