Challenges such as the lack of independent regulatory institutions, the digital divide, and cultural resistance to rapid changes were also identified. Alongside these challenges, opportunities such as cultural capacities and the presence of a young workforce were highlighted as strengths.<br /><br />Conclusion: A set of policy recommendations was presented, including the development of an indigenous ethical charter, the establishment of independent regulatory bodies, and the expansion of interdisciplinary education aimed at enhancing ethical literacy in the field of technology. The study stresses the necessity of ongoing dialogue among various stakeholders to achieve a balanced model of ethical artificial intelligence in Iran.<br /><br />Value: By focusing on the connection between AI ethics and Iran’s socio-cultural context, this study offers a localized and interdisciplinary approach and, through identifying the country’s specific challenges and opportunities, can provide a foundation for policymaking and the design of ethical frameworks suited to Iran’s conditions. هدف: پژوهش به‌منظور شناسایی الزامات فرهنگی موردنیاز برای پیاده‌سازی اخلاقی هوش مصنوعی در ایران انجام شده و بر ضرورت بومی‌سازی اصول اخلاقی متناسب با زمینه‌های اجتماعی و فرهنگی کشور تأکید دارد. روش‌شناسی‌: روش تحقیق مبتنی بر تحلیل مضمون داده‌های حاصل از مصاحبه‌های کیفی با ۲۹ متخصص در حوزه‌های فقه، فلسفه، حقوق، جامعه‌شناسی و فناوری اطلاعات بوده است. یافته‌ها: بر اساس تحلیل داده‌ها، تحقق پیاده‌سازی اخلاقی هوش مصنوعی در ایران مستلزم توجه به ابعادی چون حکمرانی اخلاقی فناوری، انطباق با هویت فرهنگی، عدالت ساختاری و مشارکت عمومی است. همچنین چالش‌هایی نظیر فقدان نهادهای نظارتی مستقل، شکاف دیجیتال و مقاومت فرهنگی در برابر تغییرات سریع شناسایی شد. در کنار این چالش‌ها، فرصت‌هایی همچون ظرفیت‌های فرهنگی و وجود نیروی انسانی جوان به‌عنوان نقاط قوت برجسته گردید. نتایج: مجموعه‌ای از پیشنهادهای سیاستی ارائه شد که شامل تدوین منشور اخلاقی بومی، تأسیس نهادهای ناظر مستقل و توسعه آموزش‌های میان‌رشته‌ای با هدف ارتقای سواد اخلاقی در حوزه فناوری است. مطالعه بر لزوم استمرار گفت‌وگو میان ذی‌نفعان مختلف برای دستیابی به الگوی متوازن هوش مصنوعی اخلاقی تأکید می‌کند. اصالت و ارزش: این مطالعه با تمرکز بر پیوند میان اخلاق هوش مصنوعی و زمینه فرهنگی ـ اجتماعی ایران، رویکردی بومی و میان‌رشته‌ای ارائه می‌دهد و به‌واسطه شناسایی چالش‌ها و فرصت‌های خاص کشور، می‌تواند مبنایی برای سیاست‌گذاری و طراحی چارچوب‌های اخلاقی متناسب با شرایط ایران فراهم سازد.
