Data collection and analysis were conducted based on the thematic analysis framework proposed by Attride-Stirling and further developed by Clarke and Braun. Semi-structured interviews were carried out with 10 experts in the fields of publishing and digital libraries. In addition, relevant national and international studies were reviewed to extract barriers and solutions related to the licensing process.<br /><strong>Findlings</strong>: A total of 272 basic themes, 57 organizing themes, and 2 global themes were identified, encompassing executive, financial, and technical dimensions. The reliability of the findings was assessed using the Holsti method. The thematic network related to the right of reproduction and representation of book resources in Iranian digital libraries highlights a range of executive, financial, and technical barriers, along with corresponding solutions.<br />With respect to executive and financial barriers and solutions, key issues included policy and guideline formulation, trust-building by libraries, the role of resource-aggregating companies, identification of the responsible policymaking authority, provision of supportive facilities, and enhanced interaction between publishers and libraries. Technical barriers and solutions focused on infrastructure readiness, cybersecurity for digital representation of books, metadata standards, digitization workflows, digital lending models, and challenges associated with the digitization process.<br /><strong>Conclusion</strong>: Based on the analysis of the identified barriers, several solutions are proposed, including ensuring continuous and transparent payments to publishers and rights holders by libraries; providing fair financial compensation to creators; limiting access to small excerpts of books to comply with copyright regulations; implementing legal metadata to clearly document copyright status; and applying appropriate copyright notices. The implementation of these measures can enhance trust between publishers and libraries, enrich digital collections, protect digital resources, and facilitate user access to digital content.<br /><strong>Value</strong>: Obtaining permission from publishers for the digitization of books represents one of the fundamental challenges faced by digital libraries in Iran. Despite its importance, this issue has received limited scholarly attention. By systematically identifying barriers and proposing practical solutions, this study fills an important research gap and provides a useful framework for policymakers, libraries, and publishers involved in the digitization of book resources. <strong>هدف</strong>: شناسایی موانع اخذ حق تکثیر و عرضه از ناشران برای دیجیتالی کردن منابع کتابی در کتابخانه­های دیجیتالی ایران و ارائه راهکارهایی برای رفع این موانع، هدف این پژوهش را تشکیل می­دهد.<br /> <strong>روش‌شناسی‌:</strong> از رویکرد کیفی و روش تحلیل اسنادی استفاده شد و داده­های گردآوری­شده با استفاده از مدل تحلیل مضمون آتراید- استرلینگ، کلارک و براون تحلیل و بررسی شدند. با 10 نفر از متخصصان در حوزه­های نشر و کتابخانه­های دیجیتال مصاحبه­های نیمه ساختاریافته انجام شد. همچنین پژوهش­های مرتبط با موضوع پژوهش برای استخراج موانع و راهکارهای کسب مجوز تحلیل شدند.<br /><strong>یافته‌ها:</strong> تعداد 272 مضمون پایه، 57 مضمون سازمان­دهنده و 2 مضمون فراگیر اجرایی، مالی و فنی شناسایی شدند. برای محاسبه پایایی از روش هولستی استفاده شد. شبکه مضامین حق تکثیر و عرضه منابع کتابی در کتابخانه­های دیجیتالی ایران عبارت است از موانع و راهکارهای اجرایی، مالی و فنی. در موانع و راهکارهای اجرایی و مالی، موضوعاتی مانند تعیین سیاست و خط‌مشی، دغدغه­های ناشران و اعتمادسازی توسط کتابخانه­ها، شرکت­های تجمیع­کننده منابع اطلاعاتی، تعیین نهاد سیاست‌گذار، تسهیلات حمایتی، بودجه و منابع مالی و تعامل ناشران و کتابخانه­ها مطرح شدند. زیرساخت­های فنی، امنیت در فضای مجازی برای عرضه کتاب­ها، استانداردهای فراداده­ای، فرایند دیجیتال­سازی، امانت دیجیتال و آسیب­ها در دیجیتال­سازی در بخش موانع و راهکارهای فنی بیان شدند.<strong> </strong><br /><strong>نتایج</strong>: با تحلیل موانع شناسایی‌شده، راهکارهایی شامل پرداخت­های مستمر و شفاف به ناشر و صاحب حق توسط کتابخانه؛ جبران خسارت مالی برای پدیدآور توسط کتابخانه­ها؛ استفاده از قطعه­های کوچک کتاب برای نمایش به‌منظور رعایت حق مؤلف اثر و استفاده از فراداده حقوقی به‌منظور مستندسازی وضعیت حق مؤلف و استفاده از یادداشت حق مؤلف ارائه شد. اجرای این پیشنهادها می‌تواند به جلب اعتماد ناشران، غنی کردن منابع دیجیتال، حفاظت از منابع دیجیتالی و تسهیل دسترسی کاربران به منابع دیجیتالی کمک کند.<br /><strong>اصالت و ارزش:</strong><strong> </strong>اجازه از ناشران برای دیجیتالی شدن کتاب­ها ازجمله چالش­های اساسی برای کتابخانه­ها به شمار می‌رود. مسئله­ای که تاکنون موضوع هیچ­یک از پژوهش­های داخل کشور نبوده و پژوهش حاضر درصدد است با تحلیل موانع اخذ مجوز حق تکثیر و عرضه و ارائه راهکارهای کاربردی تا حدودی به رفع نگرانی ناشران و مدیریت بهتر محتوای دیجیتال  کمک نماید. https://jkrs.tabrizu.ac.ir/article_20200_e78bd12ca81c1a64b205be4b6dddecec.pdf
